In the wee hours of the morning, AB 77, introduced by Rep. Gary Sherman (D-Port Wing), passed the Assembly on a voice vote. The legislation alters the manner in which the school levy and lottery property tax credits are distributed to municipalities.
Under current law, the Department of Revenue sends credit payments to over 1,800 local treasurers in the state. Those treasurers must then make the distributions to the counties and numerous other taxing jurisdictions. Under this bill, the funds are distributed directly to the 72 county treasurers. They then settle with the various taxing jurisdictions as part of the overall property tax settlement process which they oversee.
“We all feel like we are running a marathon this week, with the number of bills that are rushing to get to the floor before the end of session,” Sherman said. “This is the first bill I introduced this term, just over a year ago today. I am relieved that it was able to come to a vote, and a successful one at that.”
The legislation was suggested several years ago by Dan Anderson, Bayfield County Treasurer, as a simple and common sense way to cut waste and make government more efficient. Sherman first introduced the bill last session, but it failed to make it to either house for a vote. This term the bill has been received favorably throughout the legislative process, receiving unanimous votes in both the Ways and Means and Joint Finance Committees.
The bill now goes to the Senate, where it will need to be taken up swiftly if there is to be any chance that it can become law this term. Sherman indicated that he will urge his colleagues in the Senate to move the bill along to accomplish that goal.
