After two and a half years, a bill twice introduced by Rep. Gary Sherman (D-Port Wing) was signed into law last week by Governor Jim Doyle. The legislation, suggested by Bayfield County Treasurer, Dan Anderson, streamlines the manner in which the school levy and lottery property tax credits are distributed to municipalities.
Formerly, the Department of Revenue would send credit payments to over 1,800 local treasurers in the state. Those treasurers would then have to turn around and make the distributions to the counties and numerous other taxing jurisdictions. Under the new law, 2007 Wisconsin Act 190, the funds are distributed directly to the 72 county treasurers, who then settle with the various taxing jurisdictions as part of the overall property tax settlement process which they oversee.
“It is gratifying to see a good idea recognized and transformed into a good law,” Sherman said. “This illustrates the value of listening to people and taking useful suggestions seriously.”
Although neither Rep. Sherman nor Mr. Anderson were able to be present at the official signing ceremony at the capitol, Sherman did receive a pen the Governor used to sign the bill into law. He plans to present that pen to Dan Anderson at some time in the near future, to ceremoniously thank him for his contribution in making government more efficient.
