Washington - Secret Documents released today reveal former President George Bu$h planned to close the prison at Guantanamo which has become a symbol of American prisoner abuse and a major recruiting tool for Al Quebong terrorists. The heavily redacted notes of a White House meeting reveal a four step plan:
- Adjust border making prison part of Cub.
- Evacuate leaving prisoners with 3 day supply of food and water but keys to cells out of reach.
- Leave in the dark of night to a smaller perimeter fence.
- Inform the Cuban government of the new boundary and the section that is now theirs.

The plan was rejected after VP Dick Cheney held out for charging Cubans for buildings and 400 slaves at 1776 rates (corrected for inflation). His position was rejected as "unworkable" unless the administration agreed to meet with Cuban leaders.
